我想到所有那些跨越这个宽大海洋的美国人和越南人,一些人在数十年里首次与家人团聚。正如郑公山在他的歌中所说的那样,他们握手,打开心扉,互相看到我们共同的人性。(掌声) When there is freedom of expression and freedom of speech, and when people can share ideas and access the Internet and social media without restriction, that fuels the innovation economies need to thrive. That's where new ideas happen. That's how a Facebook starts. That's how some of our greatest companies began -- because somebody had a new idea. It was different. And they were able to share it. When there’s freedom of the press -- when journalists and bloggers are able to shine a light on injustice or abuse -- that holds officials accountable and builds public confidence that the system works. When candidates can run for office and campaign freely, and voters can choose their own leaders in free and fair elections, it makes the countries more stable, because citizens know that their voices count and that peaceful change is possible. And it brings new people into the system. 当人们享有自由表达权、新闻自由时,当人们可以分享想法,能够不受限制地上网和登录社交媒体时,这推动了经济发展所需要的创新。那是新的想法产生的地方,这就是脸谱网如何起步的,这是我们一些最伟大的公司如何起步的,因为有人有一个新想法,这是不同的,他们能够共享这个新想法。当存在新闻自由时,当记者和博主们可以揭露不公正和滥用时,这将使官员们遭到问责,建立起公众对制度有效的信心。当候选人可以自由地竞选公职,选民们在自由和公正的选举中选择自己的领导人,这将使国家更加稳定,因为公民们知道他们的声音是算数的,和平的改变是可能的。这将使新人进入体制。 When there is freedom of religion, it not only allows people to fully express the love and compassion that are at the heart of all great religions, but it allows faith groups to serve their communities through schools and hospitals, and care for the poor and the vulnerable. And when there is freedom of assembly -- when citizens are free to organize in civil society -- then countries can better address challenges that government sometimes cannot solve by itself. So it is my view that upholding these rights is not a threat to stability, but actually reinforces stability and is the foundation of progress. 当存在宗教自由时,它不仅允许人们全面地开表达爱和同情,这是所有伟大宗教的核心,但它也使宗教团体可以通过学校和医校来为他们的社区服务,照顾穷人和弱势群体。当存在集会自由权时,公民们可以在一个公民社会进行自由组织,那么国家就可以更好地应对政府有时候无法靠自身力量解决的挑战。在我看来,捍卫这些权利不是对稳定的威胁,而且事实上它加强了稳定,是进步的基础。 After all, it was a yearning for these rights that inspired people around the world, including Vietnam, to throw off colonialism. And I believe that upholding these rights is the fullest expression of the independence that so many cherish, including here, in a nation that proclaims itself to be “of the People, by the People and for the People.” 毕竟,正是对这些权利的渴望鼓舞包括越南在内的全世界人民抛弃殖民主义的。我相信,捍卫这些权利是对包括在这里的那么多人所珍视的独立的全面表达,包括在一个宣布:“民治,民有,民享”的国家。 Vietnam will do it differently than the United States does. And each of us will do it differently from many other countries around the world. But there are these basic principles that I think we all have to try to work on and improve. And I said this as somebody who's about to leave office, so I have the benefit of almost eight years now of reflecting on how our system has worked and interacting with countries around the world who are constantly trying to improve their systems, as well. 越南采取的行动将与将与美国不同,我们两个国家所作的方式将与世界其它许多国家不同,但我认为,我们所有国家都应当采取措施和改善这些基本原则。我是以一位即将离任总统的身份说这番话的,我有近八年的时间来思考我们的制度是如何运作的,是如何与那些一直试图改善自己制度的其它国家互动的。 Finally, our partnership I think can meet global challenges that no nation can solve by itself. If we’re going to ensure the health of our people and the beauty of our planet, then development has to be sustainable. Natural wonders like Ha Long Bay and Son Doong Cave have to be preserved for our children and our grandchildren. Rising seas threaten the coasts and waterways on which so many Vietnamese depend. And so as partners in the fight against climate change, we need to fulfill the commitments we made in Paris, we need to help farmers and villages and people who depend on fishing to adapt and to bring more clean energy to places like the Mekong Delta -- a rice bowl of the world that we need to feed future generations.
